Since Market Economy came into birth in the world, it has drawn the economists' attention in different ages, and has become a focus that is ceaselessly explored, illustrated and discussed by different economic schools. Having entered into a new century, and facing the tendency of economic globalization, financial internationalization, and intellectual development, both the developed and developing countries encounter a problem of examining their government economy function. As a largest developing country, China has entered WTO, and run on the international economic roadway. This demands our country to give full play to its economic function, and to make our national economy develop continuously, quickly and healthily.The core of this thesis is to explore the orientation of the government economy function. Based on others' theoretical achievements of government economy function, this thesis has made best use of the international experience. And tightly tied with the present economic environment of China and the international trend of economy's rebuilding, this thesis explores the problem of how to use the government economy function under the condition of socialist market economy, from the angle of the relationship between industrialization, economic system, international competitive ability and the government's influence. Then I draw a new conclusion. In my opinion, facing the 21-century a government economy function according to China's condition must be the one that is under the leading of socialist government. It is also the basic point and final purpose of my paper. In giving my ideas, I try to make a further development in theory, and to make my theory more useful and practical. During the course of writing, the thesis mainly employs Marxist materialist dialect, that is, the scientific abstract ways combined with logical and historical ways. Besides, thenormative analysis and empirical analysis are also adopted.The whole thesis except the abstract, forewords conclusion, postscript can be divided into three parts:In Part One, it explains the theory of Government Economy Function. At the very beginning the thesis briefly analyzes the government economy function and its position in social economy. Then, from the historical point of view, it reviews the theories of western country's interference on market economy and of our governments influence on former planning economy. In the end, I point out the basis, principle and main decisive factors which government economy function is built upon, and advocate that under the condition of market economy the necessity of government's interference firstly depends on the shortcomings of market. Moreover, I have also explained the general function of government's interference.In Part Two, on the ground of the substantial evidence, I select some examples. They're Britain and America in which free market economic system takes the domain position, Japan and Korea in which government's interference takes the first place, and France and Germany in which planning market system plays a main role. As the typical examples of combining market economy with government's interference, these typical governments are chosen to be discussed, in order to draw a conclusion that under different economic systems a governments proper choice and economic function will play a very important role in developing its economy. Furthermore, I suggest that China should face the reality, learn others' useful experience, construct the national economy, strengthen our own power, then we can naturally grasp the opportunity provided by the economic globalization.In Part Three, I make a concrete exploration of government economy function under the condition of our socialist market economy. This part is subdivided into two small parts. Aiming at the period of economic transformation, industrialization andeconomic globalization, the first small part points out the national conditions that our government is facing.
