Port State Control, also called "The Final Defense of Sea-Safety", is one kind of inspect and control against the ships lying at anchors in a Port State, by inspecting whether the ships amply with the conventions related on sea-safety and pollution-prevention or not. To those ships that don't obey the stipulations of conventions, the Port State has the power to take measures including restricting them to leaving, coercing them being repaired or detaining them. PSC's aim is to eliminate the sub-standard ships from the global shipping market, and furthermore, to guarantee the sea-safety and keep the ocean from pollution.The power of PSC has attracted more and more attention. However, it hasn't been strictly performed in China because of many reasons, in which one important reason is that the relative legislation is not perfect and can't meet the development of station. This thesis expounds and proves the necessity and feasibility to improve the PSC system in China by legislation. Then in terms of theory on administrative procedure law, this thesis proposes some legislative suggestion through referring to advance practice in other countries and combing the actual situation in China. Finally, the Author gives an example of draft.
