| With the rapid development of China s national economy, China's demand for crude oil will continue to increase, domestic produced crude oil volume can not meet the need of economic development at all , and the demand for import crude oil has showed the tendency of steady increase, according to energy consumption structure, and the urgent requirement for decreasing environment pollution in the future scores of years. The steady expansion of crude oil import shipping market has provided sufficient cargo resource guarantee for developing the national-class ocean tanker fleet and the right moment for China's shipping industry to develop tanker fleet, has matured. So far, China's very large crude oil carrier has still been a blank space. Generally speaking , domestic tanker fleet tonnage is rather small and ship age tends to be too old. What is more, many old-age tankers have extended services. So, it is very difficult for them to compete with foreign advanced tanker fleet. What sort of VLCC fleet we should develop, so that we can seize the opportunity, participate in the competition of future crude oil import market and obtain the best economic efficiency.
