Due to the disunity ship registration system among countries in the world,the phenomenon of convenient flags vessel generally rise in a short time, thisproblem make a lot negative influence to these countries who adopt the strictregistration system,such as the supervision of vessel, jurisdiction of maritimedisputes, the international environmental protection etc. when the traditionalocean superpowers looking for the solutions eagerly, the second ship registrationsystem born appropriately. It’s been executed in the UK in1978firstly, and beaccepted by the countries as France, the Netherlands, Portugal, Norway and soon. After years of practice, we found that the system play a significant role tohelp these countries solve the problem that outflow of the ship registration. Inrecent years, China is also facing the problem that outflow of the shipregistration, in order to solve this, scholars put forward a lot of opinions,including the second ship registration system, but up to now the problem aboutif china has the appropriate environment to implement this system absolutely is not reached a conclusion of breakthrough among scholars. Part Ⅱ is " the cause analysis of the second ship registration system".Through the harm and disadvantages of convenient flag vessel, and thedifficulties of unify the international ship registration system, give a summarizesof the not united situation about ship registration system among nations, and theefforts which made by these nations, finally bring out the background of thesecond ship registration system.Part Ⅲ is "the main types and characteristics of the second ship registrationsystem ". Through the comparative studies of the two types of the second shipregistration system---Offshore ship registration system and the internationalship registration system, and the analysis of their characteristics as a ways ofexamples, finally got the advantages and disadvantages of each other.Part Ⅲ is "analysis of implementation effect of the second ship registrationsystem". Through the analysis of the effect about the practice of the second shipregistration system among many countries, made a summary of the positiveeffects and negative effects of the second ship registration system, give atheoretical reference for the methods of improvement the ship registration system of China.Part Ⅴ is "the improvement Suggestions for the ship registration system ofchina".
