In the light of Marxist theory of reproduction, theory of national economy comprehensive balance and systems theory, this paper sets forth a discussion on the strategies for China's shipping industry at the turn of the 21th century. In the first place, the paper points out the strategic position of the shipping industry in the national section in the national economy system. As a sub-section in the general national economy system, shipping industry plays a starting and guiding role. Meanwhile, from macroscopic point of view, it is an industry that performs a high economical efficiency. Therefore, shipping industry itself creates economical value and use value, and guarantees the realization of the above values. For the reason that its production procedure takes place simultaneously with the consuming procedure. shipping industry lacks the ability of storing and transferring. Shipping industry must take advanced development. Secondly, this paper analyses in detail the status quo of shipping industry in China, and argues that old China has left an extremely backward shipping industry. After the foundation of new China, and with a 50-year thrive. China's shipping industry has experienced a rapid development .However, in comparison with the worldwide advanced shipping industry. Shipping industry in China holds a backward position and the causes of the backwardness can be traced in many different aspects. The author maintains that strategic problems should be solved before a substantial development of the shipping industry is achieved. Finally, this paper constructs a blue print for China's shipping industry, presents four strategic principles, six strategic bases and five strategic goals, and comes up with some feasible policies and countermeasures for achieving these goals.
