Study On Constructing And Perfecting The Encouraging, Restricting And Supervising Mechanism To Entrepreneur In China

The question of encouraging, restricting with and supervising on entrepreneurs origins from the deepening of economic system reform and the establishing of modern enterprise system. Market Economy of socialism calls for a large number of outstanding entrepreneurs. Cultivating and building a perfect team of entrepreneurs and promoting to create and develop a class of entrepreneurs in China are not only the need of developing socialism economy but also the important way to elevate the general level of entrepreneurs and furthermore, to elevate the managing level of enterprises in China. So, to recognize the position and function of entrepreneurs in market economy correctly, to create the environment for the creation and development of entrepreneurs class and to establish the encouraging, restricting and supervising mechanism are of very importance for establishing of modern enterprise system, for quickening the enterprise reforming and for doing well in the economic construction.To build and perfect the simulating and restricting mechanism of operators in state-owned enterprises is put forward clearly and definitely in Decisions on some big questions about the reforming and development of state-owned enterprise, which is passed by the center government. The question about the entrepreneurs encouraging, restricting and supervising is one of the most important research questions in reform for study in enterprise domain. Particularly, the significance and necessity to build and perfect the encouraging, restricting and supervising mechanism are emphasized. It's implied that creating and perfecting the encouraging, restricting and supervising mechanism on entrepreneurs are the necessary way to deepen the reform of state-owned enterprises and are the sticking points to cultivate and create a entrepreneur team.3. The reward encouraging mechanism, market competition simulating mechanism and spirit encouraging mechanism are discussed, their functions are discussed too. The designing fundaments, principles and methods to establish the reward encouraging mechanism are put forward.4. The necessaries to establish and perfect the restricting mechanism on entrepreneurs are discussed.
