On External Opening Strategy For Development Of Western Part Of China

Large-scale Development for the western part of China is an important strategy to speed-up the economic development and narrows the gap of the economic development between the eastern and western parts of China. There are many essays on how to implement the strategy to develop the western part and various concrete proposals and measures have been put forward, however, they touch, on the whole, more the problems of the development and less on the external opening. This essay tries to take the external opening as a cut-in to probe strategically and practically into the ways for the development of the western part, promoting the development by external opening, and strives to explain that the external opening plays critical role in the development of the western part.This essay is composed of four parts. At the beginning, it dignifies the concepts of the scope of the western part, the external opening and the development of the western part, and analyses that the external opening is the positive choice for the development of the western part, and then, expounds the theoretical basis, finally, probes into the general strategy and individual sub-strategies for the external opening for the western part.The content of this essay is as follows:Chapter One Explains that the external opening is the positive choice for the development of the western part. What does the region of the western part cover? What are the intension, function and principles? What is the development and what are the characteristics of the development of the western part? Why the external opening is positive for the development of the western part? What is the significant? These questions are answered individually. This chapter expounds that the external opening is the positive proposal for the development through the external opening; points of view: firstly, to realize the development through the external opening; secondly, the external opening is the critical way to reduce the gap of economic development between the regions, and thirdly, the external opening is the fundamental way to realize the benefits from the industrialization in the western part. This is totally new point of view. From this pint of view, the further consideration is made, that is, the relations between the industrialization and the external opening.Chapter Two Introduces the theory with guidance on the external opening for the western part. There are theories with guidance for the development of the western part. In this Chapter, no details touch the general traditional theories with guidance, and it only quotes some practical theories, which effect strategic decisions on the external opening and concrete measures for the western part, such as Theory on Development Limit, Gradient Theory, Balance and Small balance Theory and Export Basic Theory.Chapter Three It probes into the frames of overall mode for the external opening for the western part. In the implementation of the development strategy for the western part, the "combination and gearing" of "external opening" and "development" structures the development strategy for external opening and forms an implementation system. This chapter: 1. Analyses the gearing relations between external opening and development; 2.
