The financial risk is one part of the system of economic risk. It is different from other kind of risk and has a particular position because of its deep, overall, harmful effect to economy and the close relation with the whole crisis of society and economy. To make a thorough study on the forming and administering mechanism of financial risk is every government's duty and also the article's starting point. On the basis of accurately mastering the essence of financial risk, the article begins with the determining mechanism of it's most important form梖inancial debt ratio and divides the financial risk into three parts according to their different effecting factors: risk of financial mechanism, risk of financial policy and external financial risk. Connecting with the reality, the article analyses the three kinds of financial risk and puts forward the proposal to administer and reduce the financial risk. It's the emphases and the aim of my writing.The article lays special emphasis on the overall analysis of the financial risk, different from the limited and simplistic study formerly.
