Land expropriation is the administrative action that the governments in all of the world obtain other civil man's land in force for public interests. In China, it is the administrative action that the government transform collective lands into national ones. Because the system of land expropriation comes into being in the period of planned economy, many problems are exposed in the process of the land expropriation. But at present, the system of land expropriation doesn't change when many conditions have been changed so that many farmers appeal to the higher authorities for help. According to the statistics, at present, in all the cases about the appealing to the higher authorities for help, there are forty percent involved in land problems, and sixty percent involved in land expropriation in the forty percent problems. It is necessary to study deeply on the system of land expropriation to help governments to make a requisition for land successfully, to keep the society stable and united, and to improve the development of our economy.The thesis of the introduction elaborates the purpose and significance of study based on problems of land expropriation, introduces and appraises the system of foreign land expropriation. Conceive of the thesis is putted forward.In the first chapter, fundamental implication and characteristic of land expropriation, and theoretical foundation and principle of land expropriation compensation are discussed briefly, which is the theoretical basis of the thesis.The difference between some foreign countries and ours are summarized after the systems of land expropriation of these are introduced. These foreign advanced experiences will enlighten the reform of the system of land expropriation and be reviewed briefly and evaluated. The problems in the course of land expropriation are dissected. The main causes analyzed and revealed by some relevant theories are as follows: Firstly, lacking of rural land market of ownership makes it difficult to cut down in range for public interest. Secondly, indistinct land property rights cause to violate each other in the course of land expropriation. Thirdly, the farmers don't want to give up land property rights because land is still the main insurance of theirs. Many rural labors are out of work when their lands are expropriated. Fourthly it is difficult for the farmers to find a job because there are many people in our country and industrial construction goes up. Based on the problems and causes of the systems of land expropriation in our country, we can take measures to consummate our land expropriation. First, rural land market of ownership should be set up in order to cut down the range of land expropriation; Second, the relationship of land property rights should be clear and these rights should be registered; Third, land expropriation should be compensated according to market price; Fourth, various ways of compensation should be adopted in order to adapt diverse requirements.Ultimately, the main conclusion and policy advice are put forward after the contents of the thesis is reviewed and summarized.
