Since the foundation, the People's Republic of China has had a rather stable social environment and political condition. So, it becomes the strategic aim of China's socialist modernization that to make China a prosperous and powerful country. The past 50 years is the 50 years to modernization under the lead of the three leading groups of the Chinese Communist Party, in which the cognition of the modernization is being deepening, the guiding principles and purposes of the modernization wind for realism, and the strategy of modernization is carried out by stages and is being perfected. In this period the strategic aim is to promote the modernization under the guiding principle that first is to be powerful, then prosperous, and it's in the power that the prosperity. This aim decided by the current international situation and the economic level. It also reflects the wits of the Party's three leading groups and the ambitions of the Chinese. This article gave a comparison to the differences of the three leading group's strategies of modernization and explored the strategy of the 21st century . It would promote the modernization of China.
