Today, the financial globalization has already become a trend. While greatly flourishing the financial business in every country and stimulating their economic development, this trend also brings economic instability and financial risks. For example, Asia Financial Crisis since July 1997, has brought about a quite serious impact on the world's economic development.Although with the policies of opening-up to outside world, China has begun to attempt to globalize the financial business since 1978. After 20 years' development, the foreign financial institutions have become an important part of our country's financial system. But it also requires international coordination for banking supervision and compatible national administrative policy to minimize the risks on foreign financial institutions' entry and to exert their positive role.The principals in Basle Agreements have formulated a set of international supervision rules and provided effective supervisory criterion to multinational banking. All countries in the world also have established their respective supervisory system for foreign banks. At present, although many papers on banking supervisory system and financial-reforming research have been written by experts in our country, get hardly any is focused on foreign financial institutions. Since there is a big potential development for foreign financial institutions in China, formulating national administrating policy is definitely beneficial for the standardization and development of foreign banks.This thesis is attempted to explore the supervisory system of foreign banks. First, it analyses the financial risks caused by the financial globalization and why we must strengthen the supervision on foreign banking business. Second, it elaborates the basic guideline for the supervision of international banking business and compares the supervisory system for the foreign financial institutions in the main international financial centers. Third, after describing the present situation of foreign banks' entry and supervision in China, it analyses the economiceffects on foreign banks' entry, the problems existing in foreign banking business and the outlook of foreign banks in China. Furthermore, with the background that our country will be a member of WTO, the author show his view point as to the tactics of foreign banks' entry in China and present his recommendations on strengthening and perfecting the supervisory system of foreign banks in China. This thesis can be divided into the following six parts.Part one, "Financial Globalization and Financial Risks ". This part points out that financial globalization has become a trend, analyses the three characteristics during the process of financial globalization and the influences on the financial business in the 20th century. It also analyses the problems faced with the multinational banking business and the disadvantages to the host state's economy.Part two, "Financial Risks and Financial Supervision". Banking risks are credit risk for individual loans, liquidity risk for bank assets as a whole, international risk for cross border transactions etc. Because banking industry is a highly risky sector, it becomes self-evident that banking industry must be subject to sound supervision. In this part, theoretical support for the assertion of banking supervision is advanced.Part three, "International Supervision of Banking Business". After an analysis on Basle Agreement which offers basic guidelines for the supervision of international banking business, the Core Principles for Effective Banking Supervision and the Minimum Standards for the Supervision of International Banking Groups and Their Cross Border Establishment etc., we can know better about the trend of intensified international cooperation in banking regulation and learn the international experience for reference.Part four," The Supervision of Foreign Banks in Main International Financial Centers".
