The theme of this dissertation is to study growth of government fiscal investment in agriculture in China. The government finance should support the agriculture on account of natural weak characteristic, which is experience of agriculture development in the world. However, support depends on economy stage, agriculture development level and the specific condition of a country.At present, all respects of society in China influenced by the market economy have occurred profound changes. The agriculture development has entered a new stage梑uyers' market. The public finance system has been established. Especially, with access to WTO, government fiscal investment in agriculture has to adjust according to WTO agriculture agreement. WTO agriculture agreement includes two type polices by which finance supports agriculture, green box polices and yellow box polices. Green box polices are allowed to utilize and yellow box polices aren't allowed. In the light of these circumstances fiscal investment in agriculture needs been changed from strategic angle so as to further bring the function of fiscal investment into play. That is, extensive growth of government fiscal investment in agriculture that lays stress on investment quantity, growth speed and microcosmic management should progressively change into intensive growth that lays stress on investment quality, investment results and indirect control.The dissertation includes seven parts. From first part to forth part the dissertation chiefly discusses the basic theories of the growth of government fiscal investment in agriculture, analyses the features of fiscal investment in developed countries, and investigates fiscal investment in China, sums up serious problems. The other parts are principal parts of the dissertation. In these parts, analyses in detail necessity of changing growth, expounds investment goal, investment principle, investment emphasis of intensive growth, key link of changing growth as well. At the end of the dissertation proposes the measures that guarantee accomplish of intensive growth.
