This case is a decision-making type of case. Following the developing course of GMC (Guangzhou Metro Corporation) , the case-depiction introduced the transaction process of building, operating, resource-developing of Guangzhou Metro, the reforming in 2000, the bewilderment of GM (General Manager) after the reforming, and the status in quo of the application of IT. In the case Study, the article analyzed the outside circumstance and conditions of building and operating of Guangzhou Metro Line 1 from the point of view of organization circumstance, the existing problem of GMC on the aspect of management, the challenge brought from outside and inside circumstance changes. Then the article analyzed the affection on the management and the organization behavior of GMC led by MIS (Management Information System) . From these analyses, we can educe that MIS can help ravel out the bewilderment of GM, advance the management level and enhance the capability of GMC, then can help dissolve the threaten caused by circumstance change. Based on those analyses hereinbefore, the article brought forward an application plan on the MIS for GMC taking into account of the business of GMC.
