| Propaganda work is one of our party's most important work. Combating formalism and stressing the actual effect of the propaganda work are our party's fine tradition. The history of Chinese revolution and construction has made it clear to us that the party's propaganda work is certain to arouse people's enthusiasm to work and further the reform if the principle of seek-truth-from-facts is applied. If, however, formalism is going on, the parry's policies and lines can not be properly carried out, and the party image and social morals will be affected.Overcoming formalism and heightening the effect of propaganda work is what the central committee of CPC has been emphasizing. General secretary Jiang Zeming said in his speech delivered at the eightieth birthday of CPC that " struggling against formalism and bureaucracy " is " the crucial matter "now. The paper believes that in order to party's propaganda work, we have to see clearly the nature and harmfulness of formalism , and find measures efficient in overcoming formalism.The paper has three parts as follows .Part I: After analysing the demand of propaganda work and its new problems, the author expounds the necessity and significance of overcoming formalism and strengthening propaganda work in today's situation .Part II: Having listed the major forms of the formalism existing in propaganda work, the author attributes the ideological source of formalism in propaganda work to the following factors: subjectivism, individualism, poor education and ability of the persons engaging in propaganda work; and the attributes the social source to poor education, the poor system of evaluation and personnel, and wrong ideas prevailing in the society.Part III: The paper concludes that effective measures against formalism are the followings: stick to the principle of seek-truth-from-facts, follows the mass line, do the propaganda work scientifically, improve the system of evaluation and supervision, etc.
