The stabilization of the rural area is the foundation of that of the whole nation <, The construction of the legal system is an efficient way to realize the stabilization ?Therefore, the thesis, divided in three parts, discusses the problems of how to strengthens the legal system and how to promote the stabilization of the rural area<>In part I , it first expounds the implication of the legal system and its important role in the stabilization, then it reviews the history of the legal system in rural areas since 1949 and the relationship between the former and the stabilization 0 It also points out the problems which exist in the legal system of rural areas,,Part II, discusses the elements and problems caused by the imperfect legal system in rural areas from the aspects of economy, politics and society: the basic position of agriculture in national economy is not stable, the legitimate rights and interests of the farm works are easily violated; the political power at the grass-roots level in rural areas is not perfect; democratic political life is hindered and relationship between the leaders and the masses is tense; and the social public order is faced with severe problems <,Part III, explores into the specific measures to realizing the stabilization of the rural area from the angle of strengthening the legal system: strengthening the economic legal system and based on which to make the rural area prosperous, amplifying the local rules of organization and organic law of the villages' committee, and administering the village according to law energetically sos that to pormote the grass-roots democratic politics in rural area, strengthening the legal eduction and establish the sense of law so that to realize the comprehensive administration in the social public order of the rural area and finally to promote the stabilization.
