PPC is one of the most fundamental management functions of the industrial enterprises, which makes all production factors transform into practical productive forces, and produce material products and services, then help enterprises make profits. With the development of SCM, Business Outsourcing and 3PLs, many enterprises have "outsourced" their non-core business. For example, some enterprises no longer produce the components, but purchase and assemble them according to the customer orders. Therefore, with their business decreasing a lot, the enterprises can concentrate on enhancing their competition advantages by improving such core business as assembling finished products, exploring new products and exploiting markets, and then be more sensitive to the changes of market. Pipeline assembly enterprise based on SCM belongs to the categories of this enterprise.In this paper, the PPC system approach is summarized and evaluated, and the laws, directions and affected factors of its evolution are revealed with the help of systems engineering and relevant economics theorems. According to the change of the environment and model of enterprises operation, the forming of pipeline assembly enterprise is illustrated to be a necessary trend, and the management model of the production and operation of this kind of enterprises is defined. The features, emphasis and difficulty of PPC in pipeline assembly enterprise under SCM are analyzed, and the corresponding strategies are given. PPC system is set up for the kind of enterprise, and its characteristics are analyzed.Also, such main functions of PPC of pipeline assembly enterprise as production planning, demand decision and production control are studied. In production planning system, the features and contents of annual production planning, monthly planning, weekly planning and day assembling planning are discussed, and heuristic algorithm is applied in resolving the model of weekly planning and day assembling planning. In demand decision system, the demand decision process, demand decision system and demand forecasting approach selection are analyzed. In production control system, the functions and contents of demand decision control, assembling control, components-supplying control and stock control are studied.
