Research On The Supervision Of Gas Franchise Operation In Xi'an City Pipeline(Network)

As the basis of urban construction,the important lifeline of urban economic and social development is public utilities,which is related to the direction of urban development and people's daily life,and to the development of many public utilities.Therefore,the study of public utilities has important practical and theoretical significance.The key to building a harmonious society is to pay attention to people's livelihood.The 17 th National Congress of the Communist Party of China regards people's livelihood as an important construction project for building a harmonious socialist society.However,in the exploration and construction of people's living problems,there are still many aspects to be improved,such as lack of supervision,inadequate implementation of public responsibility,and urgent need to improve the level of service.The academic research of public utilities mainly focuses on the issue of franchising,and explores how to better implement the franchising mode of public utilities,but there are few studies on supervision after implementation.Therefore,this paper takes pipeline natural gas as the research object and takes Xi'an as the research scope,discusses the current situation and existing problems of pipeline natural gas franchise supervision in Xi'an,and puts forward policy suggestions to solve the problem of pipeline natural gas franchise management in Xi'an.To provide suggestions for the supervision of public utilities and gas operators in China,and to promote the healthy and comprehensive development of public utilities in China.Based on the public goods theory,regulation economics theory,principal-agent theory and traditional government regulation theory,and according to the thought of "putting forward problems-analyzing problems-solving problems",this paper first analyses the current situation of gas franchise supervision in Xi'an city pipeline(network),mainly from the following aspects: insufficient coordination and integration of regulatory functions;inadequate access and exit mechanism;imperfect service quality,city;The main reasons are as follows: the decentralization of supervisory authority,the difficulty of meeting the supervisory requirements of administrative staff's professional competence and professional habits,and the possible existence of power rent-seeking phenomenon.In terms of means,the reasons are incomplete legislation,lack of assessment,insufficient informationtechnology and low social participation;in terms of regulatory content,the reasons are unreasonable pricing mechanism,unclear delimitation of franchise boundaries,insufficient guidance of industrial layout,and the mismatch between urban planning and gas planning.In view of this,the main government and franchise enterprises should correctly understand the franchising system,speed up the construction of local laws and regulations for municipal public utilities,standardize the bidding process for franchising,strictly supervise and control the franchising,improve the price transmission mechanism,and strengthen overall coordination.
