China started a new phase of development for building a well-off society in an all-round way and speeding up socialist modernization. All of China people must face in accomplishing the three major historical tasks: to propel the modernization drive, to achieve national reunification and to safeguard world peace and promote common development, and in with Chinese characteristics. This is a grand mission history and the era have entrusted to our Country. As being the core of CPC's third generation leadership, Jiang Zemin Diplomacy Thought has been formed with times characteristics, and bears on the fundamental interests of the people of Chinese and all countries concerned through the diplomacy of practice of the 13 years. It not just belong to Jiang Zemin, it is the crystallization of the Party's collective wisdom and it is a continuation and development of Mao Zedong Thought and Deng Xiaoping Theory, this important thought reflects new requirements for the work of the Party and state arising from the changes in China and other parts of the world today. This article is designed to discuss the form and development of the Jiang Zemin Diplomacy Thought, provide and analysis of its origin on theory and reality and the characteristic of his diplomacy thinking. In order to discuss this article well, this paper has been divided into four parts.Part One argues that the form and the development of Jiang Zemin Diplomacy Thought, for the sake of discussing this issue clearly, here are three parts of caution:First, this paper discuss the form and the development of phase of JiangZemin Diplomacy Thought, it is decided on two bases: (1) The fundamental of theory of Jiang Zemin Diplomacy Thought stems from the continuation of Mao zedong Thought and Deng Xiaoping Theory, this conclusion could be drawn in comparison with the diplomacy thought of Mao Zedong and Deng Xiaoping. Especially the diplomacy thought of Deng Xiaoping has played a very important role in the diplomacy thought of Jiang Zemin, it has led to form the fundamental principle of Jiang Zemin Diplomacy Thought directly, during the 16th National Congress of the Communist Party of China (CPC), Jiang Zemin said: "Deng Xiaoping Theory is our banner, and the Party's basic line and program are the fundamental guidelines for every field of our work."1 (2) The condition of development of Jiang Zemin Diplomacy Thought is base on the reality environment. Diplomacy thought has the era characteristic; it always reflects different problems with different era. After Cold War, the shifting international situation have changed China's diplomacy calculus and forced China to reevaluate its foreign policy. Jiang Zemin Diplomacy Thought has been launched gradually on this background.Second, according to the elements of practice of the characteristic diplomacy, changing of domestic and international politic etc, Jiang Zemin Diplomacy Thought could be considered by three phases: (1) From 1989 to the beginning of 1993, the main characteristic in this phase is "pending further perfection"; (2) From the beginning of 1993 to 1997, with the characteristic of "relatively perfection"; (3) After the 15th Party Congress of 1997, Jiang Zemin Diplomacy Thought marched to perfection with characteristic of take an active part in multilateral diplomatic activities as central content, adhere to maintain national interests as fundamentalprinciple, boost world multipolarization as method, promote a harmonious coexistence of diverse forces and maintain stability in the international community as final goal.In Part Two, the comprehensive contents of Jiang Zemin Diplomacy Thought has been discussed through comparative, induction, summary in this regard: (1) The- era idea of peace, cooperation, development and progress.
