The thesis gives an international comparison of the main patterns and institutional arrangements in organic structure system, governing control system and risk warning system of bank supervision and regulation, based on the theories of bank supervision and regulation, forming an analytical framework of the supervisory and regulatory system of banks. The conclusion is that we need a system which can transfer information efficiently, govern bank normatively and incent prudent behavior. It is advisable for our country' s reform of bank regulatory and supervisory system.There are six parts in this thesis. The first chapter is introduction ,which presents the theme and thought of the research. The second chapter is survey of the theories concerned, which answer the question from two aspects about why we must supervise and regulate the bank. The bank supervision and regulation is a system, including organic structure system, governing control system, risk warning system. The next three chapters involve the international comparison of these three systems. The third chapter provides evidence that the goal of setting up the organic structure system for the bank supervision and regulation is to effectively use the supervisory resources, by comparing the body of regulatory authorities, internal sections and branches, governing control system is a financial safety net, which consists of the normal means, deposit insurance system and the lender of last resort system. The result in the fourth chapter is we should strengthen the roles of market discipline and the monitoring of banks by private sectors to reduce the moral-hazard problem. The fifth chapter is on the analysis of ways of setting up risk warning system, and compares the characteristic and functions of the existing risk warning systems. On the basis of the above-mentioned study of comparison, the sixth chapter provides the significance of its referential use to China for building up bank regulatory and supervisory system. Aiming at the deficiencies of our bank regulation and supervision, we offers reform plans and policy suggestions for our country, and we make an empirical research on the basis of building a monitoring system for our country. Finally, we provide some thoughts on the current reform of bank regulatory and supervisory system.
