The supervision and regulation on commercial banks is the fatal part of financial frames. It is essential for modern countries to keep their financial system stable. As the principal part of the financial frame and the centrums of the economy, the operation status of commercial banks impacts the outside economy greatly. Once and again, the financial crisis remind us, while we utilize commercial banks to serve the modern economy as a more sophisticated tool, we should enhance the supervision and regulation on the commercial banks to control the risk and to avoid the bank system crisis, furthermore, the whole financial system crisis, which is agitated by micro crisis of a few commercial banks.Based on the understanding above mentioned, firstly, the dissertation systemically discusses basic theory of the supervision and regulation of commercial banks, especially, give some more attention on supervision and regulation on the transnational banks under the background of financial internationalization. And then, after making a compare of Basel Capital Accord between the new version and the old one, the dissertation try to give some suggestion to improve the capital adequacy supervision level on the commercial bank of our country. Then, after an objectively examination of the commercial bank risk and regulation status of our country, the dissertation give some suggestion of banking regulation of our country and point out the concrete significance of enhancing the commercial banks risk inspect and crisis alarm system to the improvement of our banking supervision and regulation level. Subsequently, the dissertation gives some brief introduction and evaluation on some prevailing alarm model and technology. Finally, through a case demonstration study on credit union within some area, the dissertation gives a constructive attempt which uses a Multivariate Statistic Analysis model to prediction the commercial bank crisis, whilst, point out some limitation of the study and give some directions to the further studies.
