This dissertation deeply studies the pricing of energy and power transmission . In accordance with the fact of power system and the analysis of the power flow induced by a certain wheeling transaction in one transmission line to allocate the transmission losses and the unit power price of each transmission line, the paper proposed a corresponding wheeling costs model. This model based on marginal cost not only can comprise economy information which can guide the power system operate economically , but also can accomplish the balance between income and expenditure. So the model can make the transmission system operate correctly and develop normally.This paper validates the feasibility of the proposed method by proceeding the simulating calculation of typical run day of IEEE-30 nodes system, and analyses the transmission rate in the situation of the different transmission power quantity and load level with the consideration of the line constraint. Satisfactory results prove that the method is reasonable.At last, this paper analyses the tracing method based on the power flow, presents a new procedure for allocating transmission losses to generators and loads. The procedure based on the sparse network admittance matrix allocates the transmission losses to all participants of power exchanging. The method is based on the results of load flow and is easily understood and implemented. The rationality of the proposed method is demonstrated by comparing with other methods' results.In the end, the main research works are summarized and the prospect is included.
