The shipping industry is an old but young industry. With the progress of science and technology and the development of productivity, people's abilities to use the sea are improved. By now, China has developed so many industrial departments such as sea carriage, marine-lives-catching, oceanic mine resource. The development of such departments makes the sea industry take an important part in the national economy. Not only the industry but also the development of onland economy must be connected with sea carriage. And sea carriage must be connected with vessels that are regarded as tools of transportation. In the ancient time, vessels voyaged only in the river and the coast, and they were not concerned with other countries. With the development of the technology of vessels, vessels can voyage over long distances. To take up nautical course and control sea carriage, countries often dissent from each other. So the rights of shipping have been the main concerned points, and they have also been the subjects in the international law. At the third meeting on the law of the sea, the point of the rights of shipping was very important.The opening of the third meeting on the law of the sea and the ratification of the United Nations Convention on the law of the sea establish different rights of shipping for different areas. In order to establish complete regulations on the law of the sea, and to manage our own and foreign vessels by law, it is most important to study the rights of shipping in different areas.The article first explains the concept of vessels and the quality and meaning of the rights of shipping of vessels. According to the United Nations Convention on the law of the sea, the article follows expounding the legal position of Internal waters, the territorial sea, the adjacent zone, the exclusive economic zone, International straits, archipelagic waters and the high seas, and analyzing the rights and obligations of coastal countries in above areas and the criminal jurisdiction and civil jurisdiction of the coastal country and the flag state. Then, the article clears up the rights of shipping of vessels in different areas, which is the main point of the paper. Circling this main point, the article further makes some advice to better our regulations on the law of the sea.
