Salvage at sea is a special legal system in maritime law. When the salvor assisted a vessel or any other property in danger in distress at sea or any other navigable waters adjacent there to, he shall be entitled to a reward. Such study on the essence, form of Salvage at sea and the relative problems in law are researched far and widely before, however on the aspect of the salvage performed or controlled by the relevant competent authorities of the state, the relative study is not sufficient, it results in some inextricable problems in practice.The safety of traffic on water relates to the safety of public human life and public property, so it is the safety of public, the relevant competent authorities of the state should engage in it. The salvage, which the competent authorities engage in, is the so-called administrative salvage. It includes the salvage performed directly by the competent authorities and the salvage controlled by the competent authorities. The administrative salvage makes the law relationship of salvage more complicated.This paper analyzed the relative provision in international convention on salvage and Maritime code of China. This article is about the status of the competent authorities in the salvage at sea and it's right to win the reward as well as the relative problems of the common vessel performed salvage under the control of the competent authorities.
