Banking supervision is behavior of government. Financial innovation and financial development both request further studying on banking supervision. Although china has more than ten years' banking supervision history, its practice and effectiveness of supervision proved that scientific theories is necessary for effective banking supervision. The ultimate target of reforming on banking-supervision-system should be a mechanism which interacts beneficently between supervisor and banking organization, with effective predicting and solving of banking risk as well as healthy development of banking organization.The thesis can be divided into three parts. The first part is about bank supervision theories. On one hand, the government, as behalf of the public, should supervise banking organization, because of market malfunction and banking organization's inner deficiency; on the other hand, as an intermediate institute and special business to trade money, banking organization must be supervised. But supervision itself is a knife with two edges, which can bring society about directly expenditure and indirectly losses of effectiveness. To find best conjunction between supervision effectiveness and supervision expenditure is very choice for model and behavior of supervision.The problems and its analysis of Chinese banking supervision are arranged in second part. Chinese bank has some difference from the west bank and that is exactly precondition on how to study Chinese banking supervision, meanwhile, Chinese banks are on the way of approaching to the west bank. Chinese banking supervision should not out of its situation, moreover, China should not oversight successful experience of foreign countries. It is one of the main reasons for china' bad supervision to oversight researching on theory of banking supervision. An effective reforming about china banking-supervision-system and an effective china banking supervision are both important subjects for Chinese banking supervision research. Same as bank itself, target of authorities lies in healthy and steady development of banking, and non-coincidence of their targets results in inefficienton banking supervision.The third part puts forward the framework for effective banking supervision. The author believes that an effective supervision must take finance innovation as core. It is an approach for commercial bank to settle with it's deficiency of inner motivation, especially state-run commercial bank's on its running, and it should depend on deepening reform on banking system and setting up scientific enterprise system. It is necessary and beneficial complement for the authority supervision to sufficient use of social resources. To do this, the transparency of banking information and self-control of banking are necessary as well as extensive supervision from the public. It is a certain choice for China also for whole world to cooperate supervision on banking organizations, because good financial environment provide a public goods for all countries' economy development. The foundation of international cooperation is Basle Committee's documents on banking supervision, and the effective supervision must be an excellent conjunction between controlling risks and promoting finance innovation.According to the principle of putting forward, analyzing and solving problems, with the methods of administration, economy and law, the thesis, which is based on administration, reveals the causes and issues of Chinese supervision for practice from the conceptual deducing and practical conclusion.From the banking nature and essence of banking management, the thesis expounds creatively deep causes on banking supervision and points out that failure on theory research leads to ineffective supervision.
