| The financial system adopted by China has evolved from the traditional planned economic system. Under this system, "excess" and "lack" of financial supply are coexisting. For some sectors, financial supply is often excessive and the government undertakes the whole thing, even abuse its power to interfere in the market and influence the competition, especially for the competitive production and construction fields. Government plays a role far exceeding its functions. On the other hand, due to the short of financial reserve and serious conflict between financial revenue and expenditure, it is hard for the government to fulfill its duties to meet the public demands.Most contents of the financial system and policy adopted now are notsuitable to the requirements demanded by the socialist market economic system, sowhich should be changed over to the public financial system subject to the requirements of the current situations. And a sound structure must be set up.At present, China is on the stage of shifting from the planned economic system to the socialist market economic system, with the immature market conditions, imperfect economic and legislative systems. Until now, the country's finance is still confronted with high press because of the following factors: 1.Current financial situation has not improved so satisfactory as expected; 2.The adjustment of the structure of government organizations below the provincial level and related reforms have not been completed; 3.The government's function has not been actually changed; and 4. Organization is still inflated and overstaffed. A long period of time must be needed to release from the press and transfer to public financial system. However, there will be of great significance to study the actual situations and rectify the problem of "excess" & "lack" of financial supply and then seek the way to set up the structure of public financial system that will be in accordance with the socialist market economy.The thesis will, practically and theoretically, expound the theory that the present purpose of financial reform is to set up the structure of public financial system, and how to set up this structure under the socialist market economic system. The thesis consists of 6(six) parts.First part is the summary. From the aspects of political, economic and social background, it reviews the financial reforms undertaken through the years since the founding of People's Republic of China, and summarizes the law of the course of financial system reform. In the final of this part, it discusses the properties ofpolitics, economic and sociality that a country's financial system must own.Second part is the analysis and appraisement of the existing financial system, and it points out that the existing financial system hinders the social economic development, even collides with the socialist market economic system, and it is necessary to reform the existing financial system to meet the demands of present financial and economic work. In this part, it also clarify the objective of reform is to set up the structure of public financial system.Third part is the expatiation on the concept of what is the public financial system. It elucidates the notion, essence, characteristic, basic function, effect and other elements of the public financial system, so as to set the theoretical basis for establishing the structure of public financial system.Fourth part is the comparison of the characters of structures between western and Chinese public financial system, how to learn from the advantages and achievements of western public financial system to set up our own system, which will be in accordance with the socialist market economy.Fifth part is the conclusion that the task of the financial system reform is to set up the structure of socialist public financial system and what should be done at present.
