Study on administration market order has theoretic and practical significance.The first part of the paper is basic theory. We gave the particular analysis of the order and market order, Moreover, definite market order according its elements at System Theory angle and appraise all kinds of concepts of market order. We emphasize that rule is very important to market order in fact. Both normal rules and informal rules can maintain market order, they are wing of it.At the base of the first part, we analyze subject, object, task, content and means of market order administration in order that we can get outline of it .How do government should do when it administrate market order? We gave three principles: equality, efficiency, and stability. Where will the government go? We put forward objective request for construction of govenment. The object is the government must be lawful government.Lack of credit is one of cause that the market order get poor, so we design Social Credit System in order to it can be a secondary system to maintain market order. This Social Credit System is different from others because it is social not departmental.At last, this paper design a means how to appraise the market order. It is composed of 32 appraise index. A market order appraise model is also constructed in this part.
