The Research On The Rural Pension System Of China

The breaking down and shrinking of endowment insurance in country areas have caught the eyes of all aspects of the society. With the speeding-up aging of country people, the requirements for agricultural modernization and the challenges to the endowment insurance in country areas in China, it has no time to delay for changing the current situation of endowment insurance in country areas and perfecting the endowment insurance system. In this dissertation, I bring the endowment insurance system in country areas into a new system. We will analyze the endowment insurance system in country areas with the purpose to facilitate the reform of endowment insurance in country areas.In the first chapter of this article, there is an introduction of realistic and theoretic background of the endowment insurance related problems in country areas, and then the thought of researching. The second chapter introduces the concept of endowment insurance system, and various schools' opinions toward the reforming of endowment insurance system. In chapter 3, we discuss that the concept of endowment insurance in country areas is the state's formal or informal system arrangement providing the socialization of pension supply. We also discuss the endowment insurance system in country areas is in order to ensure the living safety of aged people who have the risk of losing work ability and further, the living capability and it is an all-around living insurance. Based these characteristics, we analyze the country areas pension system's framework, which consists of endowment insurance system in country areas, family endowment insurance, personal endowment insurance and lowest living security system in country areas.In chapter 4, with the new requirements of social economic developing for endowment insurance in country areas, we analyze the necessity of endowment insurance reforming in country areas. At the beginning of chapter 5, we discuss the current situation of endowment insurance system, lowest living security system and social pension insurance funding management system, which are the building blocks of pension system in country areas, and then we move on to analyze the problems and shortcomings of pension system in country areas in China, establishing the foundation of reforming policy.Based on the analysis above, in chapter 5, with the references of international experiences, the thought and principle of pension system reforming in country areas are discussed, providing the methods for this reform: strengthening the social endowment insurance management system;strengthening the social endowment insurance funding management, establishing and perfecting the lowest civilian living security system; co-operating with city-trends, fulfilling the endowment insurance of country work forces, the employees of villages and towns companies and the farmers whose land has been expropriated; co-operating with the pension system in country areas, deferring impulsing the endowment insurance in country areas.
