An Approach To The Marginal Propensity To Rural Housing Consume And The Model Of Construction--A Case Study Of HuBei Province

The rural housing construction in our country is overshadowed in compare with that in the countryside of developed country or in domestic city, mainly shown as disorder arrangement, poor quality and low technical lever. This kind of state not only waste the land, influence the health of the peasants, but also, more profoundly, restrict the sustainable development of agriculture, hinder the development of urbanization. Although helpful exploration and practice has already been done, a satisfying result is still nowhere in sight. In view of this, based on the study on peasant household marginal propensity to housing consume, and on peasant household house consumption utility function, and on the current relevant policy, this paper try to probe the way to standardize rural dwelling construction, and to formulate a rural housing policy system frame.The first and second chapter in the paper concern with the rural housing construction in the whole country, analysis the rural housing consumption hierarchy, the space-time comparision, basic element of housing construction, and come up with the rural housing demand and supply theory. Further on, the paper discusses the factors influencing supply and demand of rural house and concludes that the main factors influencing house consumption are cost of the building, income and wealth of rural household, family population structure, economic policy, psychology of household consumer, urbanization process, construction cycles, etc. The author believe that the unclear definition of rural housing land property right, the confusion of management in villages and small towns planning, the lag of rural social security and financial market of rural housing, low-level design and construction of rural housing, awful rural infrastructure, etc, restrained directly the supply of rural house. Also, the paper has carried on the profound discussion on how these factors influence it. On the basis of the statistical data of rural house of Hubei and of the survey of sampling as described in the third chapter, the author points out the existing problem in the rural housing construction of Hubei, and then sets up the utility function model of rural housing consumption, shows the key factors that influence rural housing construction of Hubei. According to the analysis above, we generalize a basic frame of rural housing construction in Hubei in the 4th chapter, and proposed the range of application, implementation measure of three models-build by oneself, cooperation and industrialization. We also set up related supporting policy system which contributes to the standardization of rural housing construction of Hubei province.
