The study of this master degree paper is launched and sponsored by Scientific Committee of Shenyang city under the research project of The Study on Shenyang Foreign Direct Investment Strategy and counter measures.The fast pace of economy globalization and the fact of China's entry into WTO present great challenges and opportunities to the development of Shenyang and every other city of China. To conform to this trend, when the production factors are allocated and arranged globally; when the industry structure is undergoing an adjustment and transfer on a global basis; when the value chain of enterprise and industry is disposed and restructured throughout the whole world, developing outward FDI, so to grasp the opportunity of global industry adjustment, promote optimizing and upgrading of our industry structure, and improve the international competitive power of our enterprises, is the must choice.The paper, beginning with theoretical analysis, mainly answered following questions after the evaluation of Shenyang industry structure and international FDI environment: which industry of Shenyang should be promoted to develop FDI in priority in 3 or 5 years to come? Where and how should these industries "step out"? And what policies and measures should the government adopt during this?The conclusion of this paper and the methods employed, especially the industry classification matrix, which is generalized from different theories and plenty of latest empirical studies, is hoped to have an instructive and referential meaning to Shenyang and some other cities that ponders on similar strategies.
