From the beginning of 1990s', China has experienced a steady upsurge of trans-national R&D investment of MNCs. More and more MNCs have set up their R&D, the source of technological breakthrough, within the boundary of China. This will make China more benefited from the technology transfer of MNCs than ever before. And the advanced spillover effects are channeled by R&D Collaboration of local and foreign scientific forces.Actually the practice of setting up R&D in China accords with the trend of R&D globalization and international technological alliances. This new change sharks the domination of internalization theory of key technology. The new technological strategy combines the once conflicted ideas-technology control (internalization) and technology transfer (externalization) together. By speeding the transfer and enlarging the user numbers, MNCs can maximize their technology advantages and ensure their technology security. And the practical significance on this topic lies in the new technology policy of China I suggest after research on the motives, patterns, spilling channels and effects of transnational R&D and technological transfer in China.The thesis is divided into four chapters.Chapter one:On the new practices of international technology transfer under the trend of R&D globalization and technological alliances, I advance the new strategy which combines technology control with transfer to maximize MNCs' technologicaladvantage. This is the theoretical foundation of the thesis. Chapter two:The motive of transnational R&D in China lies in Chinese market. The great strategic benefits of R&D localization can bring to both sides make the local R&D and technology transfer possible.Chapter three:In China, MNCs set R&D institutions with monopolistic capital to maximize their technology control; and transfer their technology by collaboration with local scientific forces under the effects of scale economy, path lock rules and potential energy of technology.Chapter four:Lack a dynastic technology learning-progressing mechanism makes our past technology import policies not very effective. Collaboration with foreign scientific forces under the trend of transnational R&D in China is a possible way to get more advanced technology. On this base, I propose a new policy to improve the technology spillover effect of domestic foreign R&D.
