The Air Traffic Service (ATS) is to provide the controlling service for the airplane . For a long time , ATS is one part of the government functions because of its speciality . With the rapid development of air transportation , the ATS system need to be developed at the same time . ATS , as one part of the government function , meets a lot of dilemma . It is time for ATS to reform.According to the history of the world civil aviation , ATS has experienced some periods , the motivations for ATS reform are the thinking of government failure and the great changes the new technology brings to ATS , specific motivation is the conflict between the growing service requirements and the government's failing to meet them . For lots of reform experiences , the theory of dividing the "steering" and the "oaraging" , that is dividing the supplying and the producing of the public services , is the popular way to ATS commercialization in 1990's. In market , company is more flexible than government , helps to low the cost, improves efficiency and adds revenue . From now on , about 20 countries have the ATS reformed, among them , they can be divided into two sorts : first , the company run by government , such as USA , New Zealand and Australia; Second , public and private partnership , suchas U.K. and Canada . Now these are two distinct trends about ATS commercialization : first , more and more countries have commercialized their ATS, because of lacking of funds or the government's lessoning the funds to ATS ; Second , those which has already commercialized their ATS , expand their business to other countries .The ATS of China falls behind those western countries, but the development of Chinese civil transportation is much higher than others . Under this circumstance, we face many serious issues about the fund, market, competition and service, and our management still has lots of problems, then how to reform becomes a hot potato need to be considered . Now there are some local experiments in our country. The ATS of our country has its own specialities and lives in different environment, commercializing it need to do some fundamental work . Now it can't be determined which way our ATS should take , but we can do some probing and testing work , such as : changing the concept , machinery reform , clarifying government function , legislation , subdivision the ATS, reform about the investment and equipment procuring , charge reform and human resource reform . Those will help the proceeding of our ATS reform .
