| Since the State Council approved in July 2000 the Plan of Deepening the Notarization Reform prepared by the Ministry of Justice, all the notarial administrating departments and notarization organizations are, and have been, focusing on improving the work of deepening the notarization reform. The reform mainly emphasizes on the following aspects: the notarization organizations system, the selection of Notary Public, the trial system of executing Notary Public, notarial compensation system, the popularization of itemized notarial deed, reform and improvement of notarial administrating system as well as strengthening the inner management of notary offices. They are making great efforts to preliminarily establish, in year 2010, a Chinese-characterized notarization system which adapts to the socialist market economic system. Starting from the history of the development of notarization, the article has analyzed the different developing stages when we deepen the notarization reform. The author puts the emphasis on sorting out and making evaluation upon the notarization reforming methods in the recent years. To those problems having emerged during the passed years, the author has provided her personal thoughts, and, based on this background, offered legal suggestions on the work of legislature, law-enforcement agencies and other related organizations when deepening the notarization reform. It is the author's eagerest expectation that this article could contribute to Chinese notarial reform and serve as a Brick, which could attract the Jade from other experts and comrades. |
