Research On The Reform Of My Country's Notary System

This thesis is talking about the structural reform of Notary Public Offices in China under the situation that all the public institutions is changing their reforms.The notarization system in China in fully changed from governmental units to public institutions in 2017.Nowadays,it's the second reform that notary offices are trying to change as cooperative notary institutions.In the one hand,this thesis will compare the difference between notary offices as public institutions and the cooperative notary institutions.This thesis also will discuss the characters of different type of notary offices.And in the other hand,considering the development of notary field,this thesis will discuss which kind of system is the right one for the developing of notary public institutions.This thesis includes 3 parts.This paper analyzes the connotation of notarization and the nature of notarization,discusses why notarization needs to be reformed,how it needs to be reformed,and what is the goal of the reform.It explains the problems encountered in the development of China's notarization system from the perspective of system basis,and then obtains the reform direction that the author think.This paper focuses on the current situation of China's notarization system.Through a brief introduction and evaluation of the current management mode and system of notarial institutions in China,this paper focuses on the specific content of the current reform in China.Taking Chongqing as an example,this paper sums up the basic situation of the notarization industry,the reform measures that have been taken and the achievements of notarization reform in Chongqing.Based on the analysis of the above data,this paper summarizes the achievements and deficiencies in the notarization reform in Chongqing.Taking Chongqing as an example,summarizes the basic situation of the notarization industry in Chongqing,the reform measures that have been taken and the achievements of notarization reform.Based on the analysis of the above data,this paper summarizes the achievements and deficiencies in the notarization reform in Chongqing.The article summarizes the experience of notarization reform in China,combining with the example of notarization reform in Chongqing and the first-line experience of the author as a notary practitioner,and puts forward three suggestions for China's notarization reform,which are "clear positioning of notarization institutions","multiple means to support the development of notarization industry" and "innovation of notarization management mode".
