On The Reconstruction Of The Security Executive Management System In China Under WTO Background

This study compares the security executive management system and security business between China and the developed countries, and explores security executive management system in order to meet the new requirement arising from the growing marketing economy in China. Security business is an aiding police force and an important service for marketing economy. The current security executive management system of China has rooted back to the era of planned economy. It has stated that the security business could only be run by the Police Department considering the direct influence of the security business to the public safety and the public interest. In the special environment of the planned economy era, this security executive management system has worked very well.However, the marketing economy of China has been developing very fast, especially after China joined WTO. The current security executive management system differs significantly from that of the developed countries and it does not meet the rules set by WTO. As a result, The security business needs to be standardized in order to continue its important role in aiding police force and servicing the building of marketing economy. Reconstruction of the security executive management system is important and realistic.This study compares the security executive management system between China and the developed countries, and explores how to break monopoly, open market, make security law, enforce executive management, and maintain healthy development of security market. This study is aimed at providing an valuable reference for the establishment of the security management system in China.
