This article mainly probes into the objective necessity of perfecting Chinese advertisement legal system and its two basic ways: forming the complete advertisement legal system, and setting up the effective operated mechanism of advertisement supervision and management. With synthetically using historical and comparative methods, the author puts forward problems on proposition combining the puzzlement that oneself confront among administrative advertisement law enforcement practice and trying to answer them.The article contains three chapters. Chapter I proceeds with historical evolution to deeply analyze current basic situation of Chinese advertisement legal system and the disparity between our current advertisement legal system and the regulars of The WTO. This chapter aims to offer objective and theoretical support to analysis the following two chapters. Chapter II expounds the way perfecting advertisement legal system after entry The WTO from the rule's innovating: forming the complete advertisement legal system. This chapter especially explains the advertisement code, advertisement regulators and advertisement system, and consults relevant foreign advertisement norms, and puts forward basic idea of revising and perfecting advertisement legal norms. Chapter III probes into the other wayperfecting advertisement legal system after entering The WTO: setting up effectively operated mechanism of advertisement supervision and management. Drawing lessons from the following mode with combining governmental management of developed countries, independent management of the trades and social supervision management, and according to author's working practice for many years, the author especially expatiates three important documents to operate effectively the mechanism of advertisement supervision and management system: founding the scientific advertisement administration's management system; strengthening the independent management of the trades, realizing oneself-manage and establishing the system of credit; and strengthening advertisement social supervision functions, etc.
