The solution of the environmental problems depends on the intervention of the state power, especially the administrative one, which needs the establishment and perfecting the environmental administration system. In the study of the environmental law, scholars have distinguished the administrative environmental mechanism from the vertical side. The writer points out that it is necessary to study the system mechanism both from the vertical and parallel sides. After introducing the models of the foreign environmental administration system, the author turns her eyes to the one in China of the historical and present situation in China. In order to establish the environmental agencies scientifically, the four principles of the establishment are pointed out, such as the necessity principle, the possibility to reach the purpose principle, the consistent between purposes principle and the efficiency principle. The aims of the introduction of the model of the foreign environmental administration system and principle of the establishment are to evaluate the present situation of the environmental administration system and to give the scientific and efficient administrative agencies system. Above all, the environmental administration system should be regulated by the law, which ensure the stability of it; Secondly, the power between the central government and the local governments should be divided preliminarily, and the relationship of the special environmental agencies and the non-special environmental ones should be regarded as the commission. At the same time, we can not ignore the supervision of the central government and the special agencies in order to reach the environmental protection purpose; Thirdly, we insist that the establishment of the environmental protection committee, which has the power of the harmony of the macro management, and the natural resources utility agency and the separation of the natural resources protection agency, which is the special environmental agency, and establishment of the comparative independent environmental measure systems, which set up in the environmental protection committee and watch on the situation of the environment in the whole country.
