| World Trade Organization Agreement on The Application of Sanitary and Phytosanitary Measures (hereafter WTO-SPS agreement) and International Animal Health Code of Office International Des Epizooties are international laws for WTO members to comply with when they take animal health measures and conduct international trade in animal and animal product. Since the increasingly rapid trend of global economy integration, after its WTO entry, China's animal industry is not only facing the problem of making its animal health measures meet international requirements and rules, improving animal health quality and promoting its abundant animal products to international market, but also facing the problem of how to make full use of the rules stipulated by SPS agreement so as to establish its own animal protection level, and take necessary measures to prevent foreign animal products dumpting and protect domestic animal industry. Therefore, it is very urgent and important study and implement the international requirements and rules. According to the difficulties and challenges that China faces, this project, on the one hand, aims to study the implementation mechanism of WTO-SPS agreement and international animal health law, and tries to bring forth several practical strategies and measures for the benefit of improving our animal products quality and competence capability on international market; on the other hand, aims to study how to protect our animal industry by means of building animal health law system and taking appropriate and necessary animal health measures when we take advantage of implementation mechanism of WTO-SPS agreement. The study project will provide a series of scientific and theoretic materials for relevant government organizations and authorities, which are in charge of China's animal health, measures decisions-making; law enforcement; animal industry structureadjustment and animal products production management and trade as well.
