John Rawls is an authority in contemporary western political philosophy. He colligates theories of social justice, and insists that justice be divided into three levels, i.e. partial, domestic and world justice. The law of peoples is a world justice that applies to the principles and norms of international law and practice. The realistic Utopia is a reasonable political conception toward the world justice, whose features are compatibility of realism and idealism , and co-existence of basic and lofty demands , whose subjects are reasonable liberal peoples, decent peoples, and their allies.Tremendous evils in human history, global problems more obvious than before and contemporary world subjects of peace and development strongly propel realistic Utopia to come into being. The realistic Utopia is possible because it takes well-ordered peoples, common human life and common human benefits as its real basis, public reason as its basis in human nature, cultural consensus based on reasonable pluralism as its cultural basis, and Rawls' neo-liberalism theory (included the doctrine of justice as fairness, that of political liberalism and the new theory of social contract) as its theoretical preposition.Of course, there are some actual obstacles of pluralistic benefits and diversified institutions, and conceptual obstacles of parochial nationalism and hegemonism in the spread of the realistic Utopia. So, there are certain limitation on its realization in the realm of international politics, economy and culture. In order to realize the realistic Utopia, we must abide by eight principles of the law of peoples (the principle of liberty and independence, of internationalcredit, of international equality, of non-interference, of peaceful co-existence, of respect for human rights, of justice in war, and of international mutual aid). We must reach the public reason, construct the co-operative organization and establish the well-ordered peoples.Rawls' realistic Utopia theory not only is both cosmopolitan and particular, but also shifts between realism and idealism. So, it is a realistic international moralism under neo-liberalism. It provides important guides to contemporary international political relations as well as instructive lessons to current foreign policies of China.
