It is a common trend in nations all over the world to encourage competition so as to regulate the power industry, which is also the practical way of the power industry development in China. In this paper, which begins with the general theories for the regulation, the content and the process of the regulation are further discussed; the successful experience in this field by some developed countries is analyzed; the trend of the power industry regulation is demonstrated; the brief history of the power industry regulation is reviewed; the problems are pointed out; the typical cases are analyzed according to the formula "structure-activity-consequence "; the fact of low efficiency is revealed; the necessity of the regulation and the relative measures to separate the natural monopoly from non-natural monopoly, to take the steps to improve and strengthen the regulation of the government, and to introduce the mechanism of competition are expounded in detail.
