With the deepening of economic reform, the system of China's household income distribution has changed dramatically. The reform of China's household income distribution has broken the equalitarianism in income distribution, and established the distribution principle of " giving priority to efficiency with due consideration to fairness", which promotes economic development in China, but widens household income gap. In order to shape a change of China's current social structure from "the pyramid type" to "the olives type", increase the income of the whole household, narrow the income gap of the high- and low-income class and attain the objectives of building a well-off society in an all-round way, the CCP puts forward the policy of " to raise the proportion of the middle-income group" at 16th Party Congress. This thesis acquired widely concern.In the thesis, theories about the middle class oversea and the appearance and thriving of middle class in developed countries during industrialization, modernization progress are introduced firstly, then the horizontal construction of the household income in China is analyzed theoretically and practically. The conclusion is that the gap between thehigh- and low-income is very wide. The majority of population is low-income and the proportion of the middle-income group is small, which are disadvantage for the economic development and social stability. Finally, this thesis puts forward the measures "to raise the proportion of the middle-income group" in market economy system, income distribution system, tax system and education etc.The thesis concludes, at the present stage, "to raise the proportion of the middle-income group" is not only inexorable trend of history, but also has objectively realistic basis and conditions. At the same time, there are a lot of difficulties and problems. To promote it, the government must adopt necessary methods, such as improving market economy system, income distribution system, education system and tax system etc.
