The Research On The Current Status And Improving Measurement Of Chinese Highway Managerial System

Highway is the product of the fast progress of social economy .As the main mark of modernization of highway communication, highway has become the most important infrastructure of the national economy and people's life .In China , highway has a short history ,from the first highway named Hu Jia completed in 1988 till now ,only ten years ,but the development is fast . Now we have built 25000km highway which is the second longest length only following the US in the world .To meet the development of the national economy and to promote the more highway progression of our country, our country have made the magnificent highway strategy of five horizontal and seven vertical. Comparing with the high level of highway managerial development in west country , we have a lot of problem which should be settled urgently in highway management. Especially as the managerial system is so chaotic , which made the service is not good ,right is divided .It will not fit the need of "five horizontal and seven vertical" and prevent the highway from developing its social and economic effect .So changing the traditional concept and straightening out the managerial system are the most urgent topic now . This essay makes a deep and systematic research on Chinese highway managerial system in our socialist market economy , upholding Marxist world outlook and methodology as a guide ,applying to the contemporary basic principles of the economy and the administrative science .There are four parts focusing on this problem in this paper ,summing up our forefathers' research achievements. Part one: the theoretical analysis of highway managerial system This part firstly analyzed the highway property,including naturalproperty and social property. On the system of socialistic market economy,highway is a kind of public product which determines the highway's property of commonweal and also is a special commodity which make it has property of commodity .At present,the most important thing we should do is to combine the two properties and make the highway either managed by the operator freely ,or perform administrative function necessarily.Secondly,we expound the meanings of the highway managerial system, which points out how to set up the institution and carve up the right to fit its operating characteristic,to accord with its managing contents and to advantage its service.Thirdly,when setting up highway managerial system ,we must start with analyzing its composing factor including target ,institution,mechanism,authority,system and so on,integrating the current situation in China tightly,and seek a new highway managerial system which has high efficiency and Chinese character. Part two : the development and actuality of highway managerial system in our country As highway career of our nation started very late,and managerial system formed gradually on the basis of reforming the common road,there are a lot of highway managerial systems in different provinces .In this paper ,we emphasis on three aspects to analyze. By the relation between the highway safety management and administrative management, there are three modes in current highway managerial system; By the relation between the investment and operation , there are two modes ; By the quality of the highway administrative organization ,there are three modes . Part three: the problems of the current highway managerial system There are a lot of problems about current system,including that statute system is not perfect,managerial function is separated,and inner managerial mechanism is short of energy .Now as the understand of how to manage the highway under socialistic market-oriented economy system is not clear , the target is not very sure and short of the theoretical guide and ensure of law ,statute and policy ,all above reasons hinder the highway function exerted.
