With the coming of economy globalization and China entrance to WTO, and competence of human resources is the key of market competition. Human resource value measurement will not only have effect on performance evaluation and incentive mechanism within enterprises but also will be important reference to investment decision outside enterprises.In this thesis, the formulation and present situation of human resources in China are analyzed through four aspect, those are education, medical & health work, training at post and migration for better job. Thus principle of human resource value measurement in China is, consider the system and the levels, the whole situation and the key points, the quantitative and the qualitative measurement. The index system of human resource value measurement is designed follow these principles; furthermore the human resource value measurement model is put forward. From different aspects, group and single human resource value are measured. During the process of management, this model could be used completely or in parts, thus make the measurement result accurately.In the last chapter, two groups of comment matrix are handled by fuzzy comprehensive evaluation and weighted average method, and get two sets of conclusion, both coincident with each other. Furthermore the conclusion of fuzzy comprehensive evaluation is quantitative data which is easy to be used in human resource value measurement model.Finally the prediction of the method of human resource value measurement is written, and it is pointed out that the method of human resource value measurement will be developed more deeply and widely in the future.
