The issue of selecting to appoint of the public servant of leading posts has beenan outstanding problem in the field of the political theory and administrative science.It has the important theoretical value and realistic meaning that analyze the issue inthe terms of theory and investigation. This thesis is discussing to further the issue ofselecting to appoint of the public servant of leading posts perfectly, according to theregulation of selecting to appoint of the public servant of party and governmentleading posts which our country has promulgated and put into effect.
