Civil servant's incentive mechanism is the important content in the civil service system, encourage the staff of public affair to do enthusiasm and develop the institutionalized guarantee of civil servant's one's own latent energy. It has been the question that the administration educational circles and the government personnel department pay close attention to all the time that how to perfect civil servant's incentive mechanism. It is concerned whether the accurate inherent demand for finding and satisfies the civil servant, whether excite the civil servant's job enthusiasm effectively, so that improve the question of working efficiency. It is the urgent problem waiting to be solved by present government bodies. Carrying on the tradition, base on the national conditions, the thesis for reference on the foundation of external experience uses the principle of Marxism, the relevant theory in political science, administration management and personnel administration to run the situation and carry on the overall explanation to the incentive mechanism of civil servant of our country. And it has propose and perfect the train of thought and countermeasure further, tries hard to offer to perfection in practice of civil servant's incentive mechanism a bit consult materials.This text divides into four parts altogether.The first part is that the theoretical foundation of incentive mechanism and main content in the civil service system of our country.First, it introduces the theoretical foundation of civil servant's incentive mechanism of our country. Basing on discussing on the motivational theory and incentive mechanism relations, it has drawn the content, such as meaning, basic axiom, principle and method etc. It is a theoretical foundation of setting up the incentive mechanism to expound the motivational theory, have explained on the theory aspect that perfects the necessity of civil servant's incentive mechanism. Second, it introduces the main content of civil servant's incentive mechanisms of our country. Regarding" National Civil Service Provisional Regulations" as the basis, it has introduced four links of civil servant's incentive mechanism of our country separately which includes employ, the rewards and punishments, examining and post going up and down with appointing and removing to offer basic content for discussing further how to perfect the incentive mechanism. The second part is that question and reason of the incentive mechanism designed in the system and the system implemented in the civil service system of our country.First, it introduces the question existing in civil servant's incentive mechanism. It clears civil servant's incentive mechanism of our country that faces the double predicament at present. Namely are the question appearing in incentive systems designed and the incentive system implements. It gives the example from the two respects, for instance, arrange in order of seniority, the material reward lacks proper care and the difference of consultant's team quality. And it has put forward the important link in the incentive mechanism emphatically --The question of the system to assess. Such as, too generally, unclearly examine subject responsibility, examine grade of fruiting partial, ordinary times examine method lay, stress on determining the nature instead of make light of the questions, etc.Second, it introduces reasons that appear in the civil servant's incentive mechanism. First of all, it has analyzed the relation between question and reason briefly generally, has proposed that the appearance of the question can't be deal with the corresponding train of thought that explains one by one. Secondly, it has analyzed the appearing questions form the objective reason of the low economic development level separately, the imperfect political system, the low whole quality of civil servant, and the subjective reason of laying stress on ruling by law by instead of make light of by men," in charge of standard" thoughts left over, value spiritual encouragement more than the material rew...
