Legislative restrict is the most important theory among them, which has been neglected by us for a long time. When sort out theories of legislative restricted in the west, we have detected that the content,form and procedure in legislative are restricted. Severely, they only work properly under restriction. Lack of restriction or obscure, they lead to result in the rate of abusing legislative. Surely, legislative restricted is a huge society system project, but we need not wait all condition possessed and then think how to restrict legislative.
