As one of the harmful globe problems, international terrorism constitutes a direct menace to the existing world political and economic order, culture and basic value outlook. The article is directed by Marxist historical theory and makes full use of the knowledge of history, politics and law. The article expounds the forms of international terrorism in every historical stage and analyzes its present conditions, characteristics and causes; the article compares the existing domestic and foreign definitions, analyzing their consensus and difference; the article studies the differences between terrorism and the other forms of violence; on the basis of comprehensive analyses, the article draws the following conclusions: terrorism originates from the practical process of human political and social lives, terrorism's prosperity has its inherent history rules; the appropriate definition of terrorism depends on the consensus of international society.
