Based on the fact-finding in some enterprises in China, in this paper, the essentials and characteristics of Learning Organization have been discussed, and, according to the requirements of learning organization, administration reformation in state-owned enterprises has been probed into, consisting of: transforming action of administrative leaders, flatting organization structure, making a good job of human resource management, building up an electronic administrative system, and etc. Traditional roles of administrative leaders in enterprises have been analyzed. The new roles of the leaders have been considered as designer, servant and teacher, and the meaning of the roles have been pointed out. The passes to the new roles have been thought of being a learning enterpriser, taking suitable action of administrative leaders, and building up individual glamour. The views of how to become a learning enterpriser, what kinds of the action being taken, and how to build up individual glamour, have been pointed out.The shortcoming of traditional bureaucrat level-structure has pointed out. Creating flexible platting organization has been considered of a good way to resolve the shortcoming. IT systems have been thought of the precondition of platting organization. Process management has been thought of the necessary way to platting organization. The characteristics of function administration and process management have been analyzed. And the difference between them has been pointed out. The BPR procedure has been probed into. According to the national conditionand the characteristic of state-owned enterprises, the view of virtual plattingorganization has been raised.Combined with the present situation of the human resource management ofstate-owned enterprises, the good ways on role transforming of the administrativedepartment, reforming traditional methods and behindhand techniques, have beenpointed. In order to make a good job of developing and managing humanintelligence, tacit knowledge management mechanism has been discussed.The necessity of an electronic administrative system in enterprises has been raised.The composition of the system has been discussed. Combined with the presentsituation of the electronic administrative systems of state-owned enterprises, themain points of building the systems have been analyzed.
