As a special law that adjusts the relations between human and nature, the environmental law is entitled the historical significance to solve the contradiction between human interests and rights of natural development.Environmental law is a new discipline of law system and there exist many fundamental problems need to solve in the way it towards maturity. The legal activity on environment is the main compose of environmental law. The chaotic situation of the law theory has badly affected the development of environmental law, thus some deeper consideration should be given.The author of this thesis firstly focuses on the analysis on the objective with which the environmental law mainly deals and then by the way of investing several important concepts of nomology to pay attention to the whole study of the legal activity on environment and to explore the core problem in the legislation of environment, that is, the content involving in the citizen's rights on environment. Further more, the objectives which the environmental law is going to adjust has made the problems involving values between human beings and the nature become the deeper level problem in the decision of the orientation, the model, the standard, and etc. of the legislation on environment.It maybe a revolution in the law fields that the environment law emerges based on theembedding of the relation between human beings and the nature into the horizon of law. Confronting with every kinds of new emerging phenomenon of environmental law, it is necessary to conduct a systematic investigation from the angel of nomology, on the views of nature, the views of values, the law relation that we human beings are commonly holding.In this era when the environmental law is gaining rapid progress, the author wishes to do his best to make contribution to the innovation and enrichment of the theory of environmental nomology.
