Study On The Land Use Planning Of Central Town In The Pearl River Delta

The Pearl River Delta, with high density of small-town, is one of the most developed regions in China. Small-town in the Pearl River Delta is characteristic by the high density small scale and more competition which caused by the seeking for profits of local governments and investors by collective land property institution. Such problems of small-town not only damaged the economy of scale, but also wasted the land resources. So The Central Town Strategy for the purposes of the congregation of population. land and industry is a necessary choice to solve the problems of low economy of scale land resources wasting environment pollution. This paper put emphasis on the land use planning of central town in the Pearl River Delta as land use planning is a very important measurement to fulfill the central town strategy. So this study is conductive to the sustainable develcpment of society and economy of central town in the Pearl River Delta.Land use planning is a key means to allocate land resources reasonably and efficiently, while regional function and economy status are the basic foundation of land use planning. Based on the current urban system and development of central town in the Pearl River Delta, this paper expatiates that the central town should form a connecting link between the metropolis and other small-town in the Pearl River Delta. What is more, the development of central town must aim at constructing characteristic and sustainable ecotype city which is mutual beneficial to the other on function. For this function and development purpose, land use planning of central town must be dynamic and flexible. In addition, it must introduce more theory, apply more high technique, harmonize with other corresponding planning, mobilize public to participate it and prefect land administration law system. In order to improve the efficiency of land use, central town must adopt the construction land quota in small city to restrict its land use.Land use planning is a systematic work, which not only relate to technique andengineering science but also have a close connect with other corresponding institutions. Under the circumstance of unchanged technique condition, situation is the key factor that determines whether land resources are used efficiently. So the compilation and implementation cf land use planning on central town must be guaranteed by the reformation such as land property institution, registered permanent residence institution, social security system, supervising the implementation of planning, cadre appraisement institution and so on. Finally, This paper makes a tentative study on the above-mentioned institutions.
