The Research On Governance Of Hollow Village In Pearl River Delta Edge Town

In recent years,China's urbanization and industrialization have achieved remarkable achievements.However,the gap between urban and rural areas has gradually widened during this period.A large number of rural labor forces have flooded into cities.In the rural areas,there have been phenomena such as the hollowing out of population,businesses,infrastructure,and the undeveloped villages outside the village,the vacancy in rural villages.The hollow village problem has become increasingly prominent and has seriously affected the sustainable development of agriculture,rural areas and rural people.In order to solve the problem of governance of the hollow villages in Pearl River Delta Edge Town,the research on the governance of the hollow village in J town is taken as a specific case,through research methods such as literature research method and questionnaire survey method,we first describes the background of topic selection and the significance of topics in the selection of hollow villages,accurately defined the core concepts of Pearl River Delta,Hollow Village,and governance,and creatively proposed the concept of Edge Town.Secondly,it describes in detail the basic situation,population structure,population flow and stay,land resources use of J town hollow villages,sums up the reasons for the formation of the four aspects of J town Hollow village with imperfect laws and regulations,low rural economic income,weak social foundation,and outdated ideas,analyzes the impacts of hollow village of J town in depth.Again,six aspects of the governance dilemma of Hollow Village in Pearl River Delta Edge Town are studied in depth: the enthusiasm of all parties to rectification is not high,the adjustment enthusiasm to mobilize difficulties;land system is not perfect,land management is not in place;lack of long-term overall planning,lack of stamina for rural businesses development;lack of remediation funds,financing is difficult;lack of rural infrastructure,and lagging public service levels;weak party leadership and grassroots governance problems.Finally,combine with the experience and lessons from the experience of rural governance in foreign countries,six measures are put forward for the governance of Hollow Village in Pearl River Delta Edge Town: the first is to maintain the dominant position of farmers and create a good atmosphere for rural vitalization;the second is to deepen the reform of the rural land system and strengthen land management;the third is to strengthen the guidance of rural vitalization planning and promote the development of rural businesses integration;the fourth is to open up financing channels and strengthen the investment protection of Hollow Village;the fifth is to promote upgrading of rural infrastructure and improve the public service system;the sixth is to strengthen to the leadership of the party and build a new system of rural governance.
